These stories show what helped residents turn sediment and access concerns into funded, permitted work. They are precedents and practical lessons—not proof that every canal has the same ownership, function, or funding path.

Success stories

Five different paths from concern to action.

The closest drainage comparison is Phillippi Creek. The other projects are primarily navigational or mixed-purpose, but their organizing, funding, and permitting lessons still apply.

Partial success Sarasota County

01 · Phillippi Creek

Residents made a drainage channel a countywide stormwater issue.

Sarasota County completed high-spot dredging between South Tuttle Avenue and South Beneva Road in June 2026. The next phase is intended to continue the dredge and include the Mineola Drive and River Ridge Drive oxbows. Those neighborhood reaches are funded and in permitting and procurement, but they are not yet complete.

What helped

  • South Gate formed a creek subcommittee and joined neighboring communities in a broader Phillippi Creek Coalition.
  • Residents connected sediment to stormwater conveyance and documented flooding across the watershed.
  • Researchers located historic records and County ordinance language, then put those records before commissioners.
  • Organizers attended repeated workshops, requested a dedicated staff lead, met with County officials, and published frequent factual updates.

Baywood lesson: Define the waterway’s drainage function, build a watershed coalition, cite the governing records, and ask for a named project lead and written level of service.

Completed Pinellas County

02 · Tierra Verde Grand Canal

A local campaign survived a funding setback and found a broader public benefit.

Pinellas County dredged the 3,000-foot Grand Canal entrance to approximately 11.5 feet in June 2024. A County-funded feasibility study had warned that the entrance could close without intervention. Federal recovery funds ultimately supported the work, and suitable dredged sand was reused for Pass-a-Grille beach nourishment.

What helped

  • The Tierra Verde Community Association pressed for a professional feasibility study rather than relying only on observations.
  • Residents documented use by homes, a marina, public-facing businesses, and boaters from outside the neighborhood.
  • The group pursued multiple funding routes. A $585,000 state appropriation was vetoed, but the project later received federal ARPA funding.
  • Beneficial reuse of dredged sand connected canal access with a County beach-nourishment need.

Baywood lesson: Build an alternatives-based funding plan and identify whether removed material can serve another public project.

Completed Manatee County

03 · Bryn Mawr Canal

A petition, measurements, and a financing mechanism made the request actionable.

The Bryn Mawr Canal Association petitioned Manatee County for dredging. County records show support from 66% of residents, together with a depth chart, maps, photographs, public testimony, a cost breakdown, and discussion of access and liability. The County created a Municipal Service Benefit Unit, and a contractor later recorded removal of approximately 1,700 cubic yards behind residences.

What helped

  • A documented majority rather than an informal claim of community support.
  • Measured depths and mapped problem areas.
  • A defined way for benefiting parcels to repay project costs.
  • Early discussion of hold-harmless agreements and potential project liability.

Baywood lesson: A petition becomes much stronger when it arrives with a map, defensible measurements, an initial scope, and a realistic discussion of cost.

Completed twice St. Johns County

04 · Treasure Beach Canals

The community brought the County a decision-ready engineering package.

Treasure Beach representatives hired an engineer, obtained a plan and cost estimate, and submitted majority petitions requesting a special assessment. In 2013, the County approved an MSBU and advanced up to $3.018 million, repayable with interest over 15 years. Public records identify dredging projects in 2014 and 2018.

What helped

  • An engineer’s plan and estimate were prepared before the final funding decision.
  • Two neighborhood meetings and County-mailed petitions established support.
  • A long repayment period made a large capital project financeable.
  • After construction, residents reviewed hydrographic surveys, maps, photographs, public records, and sediment-removal tickets to seek corrective work.

Completed Hillsborough County

05 · Apollo Beach Waterways

A volunteer group paired dredging with a visible public restoration project.

The Apollo Beach Waterway Improvement Group worked with Hillsborough County on a $1.525 million project that dredged three channels and restored the County’s Apollo Beach Nature Preserve. The work also created a public sandy beach at the preserve.

What helped

  • A durable nonprofit group and a multiyear campaign involving more than 300 volunteers.
  • Approximately $250,000 raised from businesses, HOAs, boating groups, and families.
  • A commissioner champion and a working partnership with County parks and land-management staff.
  • A project package combining navigation, habitat restoration, recreation, and useful placement of dredged sand.

Baywood lesson: A project attracts more partners when it produces public, environmental, and community benefits at the same time.

Florida funding research

The most promising grants fund evidence first—and construction through partners.

We found no program that simply awards a neighborhood group money for routine residential-canal dredging. Baywood’s strongest route is to fund a defensible assessment and source-control plan, then pursue a larger County-sponsored project tied to water quality, drainage, habitat, resilience, or documented public navigation.

TBEP Bay Mini-Grant

Best use: A defined-reach bathymetric baseline, mapped sediment and outfall observations, community monitoring, and an action report—not construction dredging.

Applicant: Schools, nonprofits, businesses, and governments with a valid FEIN or exemption. Projects on private property need public access, a conservation easement, or a direct link to Tampa Bay.

Applicant: An eligible coastal local government, or a nonprofit with that government as a signatory partner. A 1:1 match is required. Nonprofits cannot use the award for construction or habitat restoration.

Applicant: Pinellas County or another eligible government, university, water management district, or national estuary program. Federal 319 funding generally requires a 40% nonfederal match; State Water-quality Assistance Grants do not require one.

Best use: A County-sponsored sediment-removal and water-quality project, potentially blended with Penny for Pinellas, Surface Water Assessment revenue, state appropriations, or partner grants.

First gate: Confirm canal ownership and drainage function, then seek inclusion in the Klosterman Bayou Watershed Management Plan’s improvement alternatives and the County capital program.

Watch for 2027Government applicant

Florida Boating Improvement Program

Best use: Boating-access improvements if the waterway can demonstrate a meaningful benefit to public recreational motorized boating.

Constraint: The current round is closed, governments are the eligible applicants, and a predominantly private residential canal is unlikely to compete without documented broader public use.

Recommended sequence

  1. Fund the baseline: pursue a small grant for depths, sediment mapping, drainage connections, and a technical action report.
  2. Establish the public purpose: document water-quality, stormwater, habitat, resilience, and any broader navigation benefits.
  3. Secure a public partner: ask Pinellas County to identify ownership, adopt a restoration alternative, and sponsor larger applications.
  4. Package the project: combine source control, permitted sediment removal, lawful disposal or beneficial reuse, monitoring, and long-term maintenance.

Important limitation: Klosterman Bayou has an adopted fecal-coliform TMDL, but dredging alone does not necessarily reduce bacteria. State water-quality proposals should quantify how the proposed work controls polluted runoff, reduces erosion, restores hydrology or habitat, or otherwise advances a documented restoration target.

Sarasota County’s Stormwater Director is overseeing a department created amid the Phillippi Creek response. His public role includes watershed planning, maintenance, infrastructure, and interagency coordination.

Ask about: how a county distinguishes stormwater maintenance from navigational dredging and what evidence helps staff scope a defensible assessment.

Yi Thierry Ku, P.E.

Pinellas identifies Ku as project manager for Roosevelt Creek Channel 5, where excess sediment removal was combined with stormwater-flow, habitat, pipe, and water-quality improvements.

Treasure Beach Property Owners Association

The association’s earlier canal committee helped develop the engineering plan, majority petition, assessment financing, and post-dredge review. The organization remains active and has a public contact channel.

Len Berkstresser

Berkstresser led the Apollo Beach Waterway Improvement Group during its dredging and preserve-restoration campaign. Contemporary reports credit the group’s broad fundraising and volunteer network. His current role and availability are unverified.

Grand Canal campaign leaders

Jerry Frulio and Larry McKinnon were publicly identified as Tierra Verde Community Association leaders during the Grand Canal funding campaign. Their current association roles should be confirmed.

Ask about: obtaining the County feasibility study, reframing a residential canal as a wider public and commercial waterway, and recovering after a failed appropriation.

A nearby technical precedent

Pinellas already funds sediment removal as stormwater infrastructure.

Roosevelt Creek Channel 5 is not presented as a resident-led success story, but it is an important County precedent. Pinellas completed its dredging phase in 2020–21 and described the combined objectives as improving stormwater flow, habitat, and water quality while rehabilitating pipes and stabilizing banks.

Funding combined Penny for Pinellas, Southwest Florida Water Management District cooperative funds, Tampa Bay Estuary Program support, and a federal award.
